Mayor Michael Bloomberg has appointed Paul Cosgrave, a former IRS chief information officer, to serve as the commissioner of the New York City Department of Information Technology and Telecommunications. Cosgrave was previously executive vice president for Crown Consulting Inc., a transportation solutions company. Before that, Cosgrave served as chief information officer at the IRS from 1998 to 2001 where he led a major restructuring and centralization of IT systems.

Mayor Michael Bloomberg has appointed Paul Cosgrave, a former IRS chief information officer, to serve as the commissioner of the New York City Department of Information Technology and Telecommunications. He replaces outgoing commissioner Gino Menchini.

Cosgrave was previously executive vice president for Crown Consulting Inc., a transportation solutions company. In that position, he led an enterprise architecture team charged with designing the overall structure of the Next Generation Air Transportation System at the Federal Aviation Administration.

Before that, Cosgrave served as chief information officer at the IRS from 1998 to 2001 where he led a major restructuring and centralization of IT systems.

The New York City Department of Information Technology and Telecommunications manages and operates the city's 311 Citizen Service Center, data center, Web site, telephone systems, fiber-optic network, radio network, internal data network, and radio and television stations.

Cosgrave holds bachelor's and master's of science degrees in industrial engineering from the Rensselaer Polytechnic Institute.
